he Khemraj committee report, released by the state govt on Thursday, rejected demands for pay scale revision for Rajasthan Secretariat State and Ministerial Service employees under the department of personnel (DOP). The report noted that these employees already enjoy better pay scales and promotion opportunities compared to other state services.
“Further revision in the pay scales, as demanded, cannot be considered given parity with the number of posts in other departments. The secretariat ministerial employees and Rajasthan Secretariat Service personnel are already much better placed in terms of pay scales and promotion opportunities as compared to other services, including many state services and departmental posts,” the committee opined.
Regarding ministerial employees of subordinate offices, the committee stated that upgrading the entry-level post (Junior Assistant) would necessitate upgrading all promotion posts as well. The committee, therefore, declined to recommend any pay level revisions for the ministerial cadre, citing parity concerns with other departments.
The committee observed that the employee associations have also demanded the upgradation of pay levels – the entry pay level to be enhanced from L-5 (Grade Pay 2400) to L-10 (GP 3600), and parity of pay levels of various posts with the secretariat and an increase in promotion levels.
“Given qualifications and state parity, the committee does not consider recommending upgradation of the pay level of the entry post, i.e., of Junior Assistant. If the pay level of the entry post (Junior Assistant) is upgraded, then the pay levels of all the promotion posts would be required to be upgraded. Therefore, the committee is not inclined to recommend revision in the pay levels of the ministerial cadre,” the committee said.
“Given so many employee associations pressing the demand for enhancing pay levels, the committee has considered these demands from all angles. The committee also looked into the existing pay levels of the ministerial cadre of non-secretariat organisations. Without going into the details of the pay levels of various posts in the govt of India, it is observed that the pay levels in the state govt are comparable. Besides this, the committee has to keep in view the state parity. Some cadres have been granted higher replacement scales in various pay revisions given the special dispensation of the Central Pay Commissions. If on that ground the pay scales of other cadres, due to earlier parities, are revised, there would be no end to such revisions,” it observed.
